For college information in general a better bb is College Admissions, Search, and Financial Aid Help from College Confidential . You will find a search engine there where you can search by state and major. There are also forums for specific colleges, parents forum, grad school forum, transfer student forum, etc. This BB is good for general moving advice but there is not much depth or collective wisdom regarding college information (imho) here.

Dickinson in nearby Carlisle offers History (but I am not sure if it is a bachelors) as well as Shippensburg. Elizabethtown college (about 15 minutes away) I know offers a B.A. in History.

York College, Millersville, Penn State Harrisburg or York, Dickinson, Shippensburg, Messiah or in the Lehigh Valley area there are many private schools as well as Kutztown University.

I went to York college as a history major. For a small school, they have a great history poli department.
