Lancaster County or city?
Do you mean Lancaster County? Or City? I'm not from Lancaster County nor Pa at all. But when I was considering a move to Lancaster County most people told me to avoid living in Lancaster city. But the County itself has many safe, nice areas. I would think some parts of the city are ok. Hopefully someone from Lancaster can help you out and respond soon.
Good Luck

The safest part of Lancaster City is the northwest, in the shadow of Franklin and Marshall College. Next safest would be the far southwest "Cabbage Hill" area, near or past Hershey Ave.
The only sections that most people want to avoid are the southeast and south central parts of Lancaster City, including most areas just south of King St.
And yes, the convention center currently under construction is located in one of the worst parts of Lancaster City.

I lived in Lancaster this summer for my internship. I stayed in an apartment at Greenfield Estates (very nice). Only a few minutes from downtown. It had a park with a workout track across the street from it. Very peaceful. There is also a small strip mall with a few good restaurants in it. Hotels are nearby as well. It gives you the feel of a small town, yet, in reality, you're within city limits.
I would suggest avoiding downtown Lancaster if you can.

I actually live in downtown Lancaster, just six blocks zig-zag from Penn Square.
Lancaster City is a good place to live, IF you know what areas to avoid.
