Need info about Warren, PA (Erie, York: apartments, to rent, condos)

I am not the same person that posted before. But, I too am considering a move to Warren (seasonal) because I have some family members there that are getting older and I think it would be a good idea to be there at this time in our lives. We are considering purchasing in the Warren, North Warren, Pleasant or Sugargrove area. Any info will help far as neighborhoods to try to move TO or STAY AWAY FROM. We will be leaving our home up there vacant for part of the year, so above all, it must be SAFE!
We will not be buying near the refinery because it does effect my breathing when I am there. Someone on one of the other threads said the wind blows the smell away. Which way does the wind blow the fumes -- smell so I can stay out of the path of it? That sort of info is very helpful.
On one of the threads about Warren there was a mention about "pocket areas" around town that are not as good as the rest of town.
Also there was also a mention of drugs. What type of drugs and crime are a problem in the area? I have been talking to a some people that have warned me to stay away from the Jamestown area because of methamphetamines, and the crime because of it. Any thoughts on that?
Any "pocket areas" with drugs, burglary or robberys -- any type of crime or criminal activity I want to avoid as much as possible!

I wish there were other housing options besides buying and having to pay all the expenses associated with that. But we don't want to drag a TT around, and finding a place to rent part of the year that is furnished + includes utilities is impossible. I did find some in Lakewood, NY, but they are out of sight expensive.
BTW, are any industry, businesses or other companies thinking of moving to the area in 2008? Also, what is going on with the "MALL?" Looks like not much is there besides Bon Ton, Kmart, Big Lots and Goodwill.
And property taxes? How does that work up there? Are they less in Warren County or Chautaugua County, NY?
I will happily read any thoughts or suggestions on this subject or any related subjects that relate to this!
Oh, i responded to that drug question in the other thread just today.
if thats not clear enough - just know that the drug problems are just as ad as they are anywhere. It's a city of like 10,000. there are no pocket areas of drugs and crime -_-

the mall is dying. It used to have stuff in it when i lived there in the 90's but uh...yeah.
Is what i was trying to say in my other post is that, in the department of Stores and shopping Warren is pitiful. It is not for people who are used to the many places urban areas have to offer. If you want "stuff" you have to go to Erie and Jamestown.
They did not even have a Walmart until 2 years ago...if you get my jist.
You should know that western New York and Western Pa have been economically depressed for a while and show little signs of improvment. Don't expect anything. Blair is about you're only option -_-

they have a Little Caesars, where you can get delicous pizza's in less than 20 seconds for only 5 dollars! (haha, thats what i look foward to when visiting the fam)

There are positively, absoloutley no bad areas of Warren Pennsylvania. It is a beautiful little town in the Alleghenies that, as others have said, have suffered from few employment opportunities. I haven't been to the Jamestown NY or Warren PA Malls in a long time, but remember back in the mid 90's being very vacant.

Sheesh, IF I LIVED THERE I WOULD DRIVE AROUND AND LOOK. The POINT of having forums like this, and ASKING QUESTIONS is to find out information, not to SPOIL people. I don't need sarcasm for asking legitimate questions. If you don't want to answer, just DON'T. I do not live within driving distance to go check it out for myself. I live in FLORIDA. Not just a quick little trip up the street. That is why I am only moving ther PART OF THE YEAR. I have been there to visit my family, and I do intend to go back this summer. But rather than spending all my time there looking in areas I don't want to go to, I would rather ask knowledgable locals their opinions and get some intelligent feedback so I can focus on areas I DO want to be in when I get back up there. Thanks for the input, though. I am impressed with the quaint little Mayberry like town, and can't wait to spend more time up there. It seems to have a good enough variety of shopping and restaurants as well as a lot of things to do. One can always plan a more intensive trip to Erie or elsewhere. I have found MOST of the people around Warren to be extermely plesant and friendly. Thanks though, for reminding me that even in a lovely remote Christian community like Warren reality prevails.
I just think the way you presented yourself was pretty demanding. Alot of people here are willing to give out any information we can, but it's all in how you present yourself. Besides, we could all tell you one thing, and it could turn out to be another.
Warren is a nice community, situated in the North West part of Pa. It has a lot of amenities and nice neighborhoods. The crime rate here is low, unlike larger cities. There is no freedom from crime anywhere, so to be real, there is some but mostly small time crimes like DUI, bad checks, etc. Warren has a small town atmosphere but with plenty of things to do and see. The winters are not as harsh as nearer to Lake Erie. The trees are gorgeous in the Fall and Spring is beautiful with many flowers, trees and crisp mornings. The Arts are growing here and businesses are growing or starting locally. Warren is in the process of being re-born in a more modern age. The old Vics are here and nicely kept up and housing is reasonable. There are new condos along the river downtown and a new parking garage next to them, all within walking to banks, shopping, restaurants and theater. Plenty of public parks and walkways are also here. You would have a safe house when you are gone. Neighborhoods are friendly and neighbors would keep an eye out for you. Taxes here are lower than in Chautauqua county. More stores are coming into the area north of the city and some unique boutique places to shop are sprouting up in the downtown. The public library is very nice too. Plenty of churches to choose from and nice people.
Ignore the negative people maybe they never lived anywhere else and don't know what a good thing they have here. I have lived many places before. I like it here. And I have a good job that I like, and I have a degree that I am putting to use.

You obviously haven't been to the Conewango/Holly Apartments, or West Fifth Avenue west of Hickory Street. To say nothing of any of the areas around the bars.
