Carlisle sits in the vast cumberland valley, so it's pretty flat by Pennsylvania standards. The borough itself is relatively flat, but the outlying areas are filled with rolling hills. A few miles to the north is blue mountain, which rises 1,000' above the valley.
There isn't much to do in Carlisle, aside from what goes on at Dickinson. Most nightlife/entertainment takes place in nearby Harrisburg which has a vibrant restaurant and bar scene.
