Default Shrewsbury & vicinity growth

I have heard the Shrewsbury area has grown a lot in population in the last 5-10 years. I am thinking about starting a service business there and want to make sure this is true and will continue. The Southern York County school district has posted enrollment history for K-12 and the actual number of students now is 42 fewer than 2001. They are also only projecting a 2% per year growth rate going forward for the next 10 years. Anybody have an idea why there has not been much growth in the number of students, is the area really not growing as much as perceived? Does anyone know of new housing developments that will be going up in the area?
