To agree with BandGeek, my opinion wilbe slightly biased, though my objectivity maybe slightly less scewed since I have had residence elsewhere.
First off yes, Elizabethtown is in the evacuation zone. Though I would like to add coming from a family that has lived in the area from before the accident there, that my family did not see the need to evacuate at that time. There are plans at the local school districts of evactuation to towns father away for the students. Frankly, there is little risk or need to worry.
The School District has its high points. The High School and Middle School Marching Band and Symphonic Bands are pretty decent if under-funded (like all of the fine arts.) The Music Department as a whole is a high point in itself. To give a feel for the student populous, those who are in the musicals/plays, bands, choirs, etc. are typically more popular then the "jocks." The Civics program at the High School was recently awarded the distinction of having one of the best programs in the State This year is the last year of Close Up as of right now, but the Model United Nations and 'We the People' are thriving. The Agriculture Department has some strong points. For the past two years the FFA has sent teams to the National Competition. Both years having placed in the top two thirds of the National Teams. The School District has a strong gifted program. The learning support program is very accomidating.
Elizabethtown dones't have quite the "sleepy town" feel but it can get close to it. Crime is not that high, infact for fa godo time in the 90's my immediate family lived in Etown, the doors were never locked. Though there is an illicit substance problem, like most areas these days. The Borough Police are always present (living close to the station for several years, I know for a fact that they are active.)
By nature, the town is conservative. Though there are librals, especially within the younger members of the community.
Shopping wise, there are several excellent consignment stores, in additon to outlets and specialty stores in the area.
To adress the question on eaterys and such. There are quite a few "minute marts" in Etown and pizza places. As mentioned TJ Rockwells is good, so is what used to be known as the Black Bear, now the Flavors, Martin's Country Resturant is also excellent. The Etown Diner is very typical of a small town. A local place well loved by the locals is a little Italian place called "P&J's Pizza."
As for residency... you didn't mention the type of neighborhood, though the area known as "Victoria's Pond" is probably what you would look for. Though the areas closer to a village called "Rheems" might be what you're looking for. Rheems is a small area off to the side of Etown.
