My cousin lives in New Freedom, Pa and her husband commutes south on 83 to the Baltimore area, although not EVERY day, as he is in sales.

The area is nice. Shrewsbury is nearby and has lots of shopping and an Amish market. I'd find that much of a commute draining if I had to do it daily, but many people do it. Pennsylvania doesn't have sales tax on groceries or clothing and I think, overall, the tax situation is better in Pennsylvania.
Lots of people drive route 83. Whether it is the best way to get from Pennsylvania to Baltimore, I don't know.
