you can try looking at readingeagle.com (local newspaper). You can look at apartment listings in the Classifieds section under Find A Rental.
Some apartment complexes (off the top of my head) outside the city:
I couldn't say for sure if they meet your idea of "affordable", but I think these are some of the more reasonably priced units.

Thank you again everyone!
Still waiting for a firm offer, but we have reason to believe that one will happen this week.
So, with a "free" Saturday yesterday,we took a road trip to see Wyomissing and the area....
Right off the bat, I didn't like Sinking Spring at all. Now, we were just going off directions from our GPS so I am sure there are back roads to areas, however,the way that we took, the shopping in Wyomissing didn't seem to be that close.
It isn't that it is far, it just isn't close enough for me and the area itself appeared a little run down to us.
We did like Wyomissing, I believe it was Spring Township?
The townships were confusing and while we were in the "main" area of Wyomissing,we did see signs that said "Sinking Spring-2 miles" so it is very possible that we didn't see other parts of Sinking Spring.
I will say at this time though, we will concentrate more on the Wyomissing area we saw yesterday and the Wilson or Wyomissing school districts.
The Giant we went into in Sinking Springs was obvisouly an older one,but much better than our Food Lion we have here. I am spoiled because of shopping at Wegmans for many years. The Giant on Van Reed Rd was much nicer.
I have also been trying to find info on pediatricians in the area and saw some excellent reviews on one in Wyomissing.
Loved the scenery with the mountains and everyone we met and talked to seemed to be courteous and really nice to talk to.
I hope I don't sound to "picky" it is just that for these past 10 years, with all the relo moves we have made, we haven't had the opportunity to really look at the area in detail before moving and we want to be sure that this move will be for a very long time, someplace where our neighbors are nice and look out for eachother,but aren't out partying until 3 am (as what took place here last night) while their children were also running around. We thought we were moving into a nice family community and from the "outside" that is what it appears to be, and then reality sets in.
We have met some lovely people here,but for the most part, not where we want our kids to grow up.

I think I posted previously, that we locals probably are inclined to call an area something it's truly not...like areas of Spring Township around the Giant "I" call Wyomissing, even though techinally it isn't. Maybe because they share the same Zip Code (19610). Wyomissing proper is really centered around Penn Ave. between West Reading and West Lawn/Sinking Spring.
I'm not sure how large of a home you require, but these communities should encompass a range of home sizes and prices in established single-family neighborhoods - Wyomissing Hills, Whitfield and Spring Ridge are in the heart of the "Wyomissing" shopping district, including the Giant on Van Reed Rd., the Berkshire Mall, and the shopping centers containing Walmart and Target. All are nestled between the 222/422 corridors.

Shopping is probably closer than you think. It can't be more than a few minutes drive to everything you need. For reference on the map above: Target is at Broadcasting & Paper Mill (accessible by 2 exits off 222), Walmart is at State Hill and Berkshire Blvd., Berkshire Mall is at Woodland & State Hill (just off 422). Plus there is the Home Depot, Best Buy, chain restaurants and hotels surrounding the mall area just off 422 @ Paper Mill Rd.
Reading Pediatrics is the largest pediatric group (busy too), as far as I know. They have three offices now and their Wyomissing office is on Berkshire Blvd., near Walmart. I used to take DD there when she was a younger child. That was years ago, but I know plenty of folks who take their kids there. I would not hesitate to recommend their doctors.

We are also moving there
We move often because of my husband's career. He is a military officer and just got a Major's slot in Schuylkill Haven.
I don't think we will buy a home given we will be there only three years and we will relocate again. However, I have been having difficulties finding homes for rent. We will arrive there Aug 4 and will have ten days government paid time to look for a home. We are planning on going there this weekend to look at different areas.
I am a Latina and my husband is Caucasian. I have a very strong accent and I worried about how I will be welcomed in that area. It will be a lot easier if we din't have to worry about racial issues but we have heard too many racial incidents happening in the area.
We want a safe place to call home.

We take our kids to the Childrens Clinic of Wyomissing and we really like it there. My kids see Dr. Spillerman and Dr. Cordes there and they are downright fabulous. They always take the time to discuss concerns with us. We used to go to Reading Pediatrics up until 2.5 years ago. They don't have separate well/sick waiting rooms like the Childrens Clinic of Wyo does, and my son ALWAYS got sick after our visits there. Plus it was so busy that we would wait for literally an hour or so after our scheduled appointment time to be seen, and the doctors there always seemed rushed.
We'll never switch from The Childrens Clinic of Wyo as long as we're living in the area. I would definitely recommend them.

I posted a reply to you in another thread, but just in case you don't see it, I'll post here, too. There is a large Hispanic/Latin population in Berks County and it is a much more open-minded, accepting place than parts of Schuylkill County. I don't know how far your husband is willing to commute for work, but I would move south of Schuylkill Haven towards Berks County. It's a much nicer area and you could be anywhere from 30-60 minutes from Haven, depending on where you moved. Try Sch. Haven, Orwigsburg, Deer Lake, Hamburg, Leesport. If you're interested, I can steer you towards some really great Mom's groups in the area that have a lot of activities to offer. Send me a PM if you'd like the info.

Hi again,
Thanks to everyone for the responses to my original post.
It looks as though a move will be happening to the area as the job has officially been offered with it in writing this past week.
Still think Wyomissing is the best fit for what we are looking for, however we are going to look at any areas also in the Wilson school district.
Would like any info regarding Catholic Churches (as far as location,how many) and also info on Children's activities... such as a Little Gym,Gymboree,etc....

There is a Gymboree in Wyomissing, Jump Factory near Leesport, there used to be a Kidsport in Sinking Spring but I don't know if it's still there. Also Body Zone in Wyomissing has sports, tumbling, and cheer activities for kids.
There is a Catholic Church called St. Ignatius right up the road from the Giant on Van Reed Rd.
