Default Athens pa.?

We have been looking at the upper tier of Pa. to move to for retirement.
There are many nice towns like Wellsboro , Mansfield, Troy etc.
The tax rates seem a bit high for what services there are.
I know most of the tax is spent on the school system even if it is a waste of money but some towns are way out of line .
We looked at the Athens area and it seems to have one of the highest tax rates and also a high crime rate for some reason.
Most towns are below the national average but Athens , acording to this web site , is very close to the average.
It looks like crime is going up there.
Has anyone any info on this and why the tax is so high?
I saw homes listed at $190K and the tax was listed at $4100 at the last assesment. If the home sells at the asking price the tax will go even higher.
I dont know about you but I dont want to dump out $400 a month for tax.
