Default Bucks County - Millage - Assessments Question

I live in Central NY and am trying to calculate property tax info for homes in Bucks County. I do not have any homes selected, nor am I familiar with the area. What I do before I spend the time looking for homes is to create a spreadsheet that allows me to compare taxes between where I live and where I might want to live. I went to the Bucks County website and got the millage rates. The way I figured my calculation is the following using Bedminster Township's mil of 146.04211. I took the mil and divided it by 1000. This gave me .14602411. I multiplied this by a home of $200,000. This resulted in taxes of $29,208.42. Now I am either doing something wrong or the taxes are extremely high.

1. Are my calculations correct?
2. Are homes assessed at 100% of their value?
3. Am I crazy
