Default Need information on School Districts in Berks/Eastern Lebanon Counties

My family is moving from Portland, Maine to Berks County for my husband’s job. He’s already working in Reading and is looking around, but,as we found out, where we live will depend on the school district and I could use some advice. My son, a 2nd grader, has been diagnostically tested as gifted with a visual and holistic learning style (whole-to-part as opposed to step-by- step). We are not necessarily looking for the 'best' district in terms of test scores, etc. but the 'right' one for him. Does anyone know a school district that is:

a) able to accommodate a child who reads and understands material almost two grade levels above without skipping him a grade since his math skills are just at his grade level,

b) flexible in their instructional methods to accommodate his learning style and

c) willing to work with the parent on extra projects beyond the standard school work..

On his doctor's advice, he is attending parochial school as our school department isn't adequate to handle his needs, but we would like to put him in public school to save money. I know we will need to talk to the administrators about teacher assignments, but some districts as a whole are more accommodating than others with this issue. I am hoping people in the area might have some insights and/or recommendations. Any help is greatly appreciated and most welcome!
