Perceptions of rurality make an interesting study especially when you throw in the government. For the purposes of the USDA Rural Development business and industry lending program, midtown Harrisburg is "rural" because it is in a Census UA with its central city below 50,000 population. However, Wrightsville is ineligible for the same program because it was attached to Lancaster's UA and Lancaster was still over 50,000 in the 2000 Census.
The same agency uses different definitions of "rural" for different programs - for the utilities assistance program, the Borough of Braddock is rural.

Lower Paxton Township, a suburb of Harrisburg, might be larger than Harrisburg itself in the next census. I think the township population was over 44k in 2000. Harrisburg City has added a lot of residential units but the school district is poor and I suspect the buyers are empty nesters, childless couples, or couples with kids under age 5.

That would be ashame if the largest municipality of the Harrisburg metropolitan area was one of its suburbs! But hey, Harrisburg did gain 20 people in the last census (2007)!

this is happening with alot of smaller Pa. cities. My hometown Wilkes-Barre, at it's peak had 90,000 residents within it's city limits, now it's below 45,000! It lost more then half it's population  ! Everyone moved to the suburbs surrounding the city. Especially after the flood of '72 which caused a mass exodus out of the city. The people never returned after the flood. The metro area surrounding Wilkes-Barre is something like 200,000 pop., but the city itself is a shadow of it's former self.

But Upper Darby is a suburb of Philly, and not really it's own stand alone metro area right? there are probably over a dozen suburbs on the Philly border that have large populations also, but Philly itself is the core city.
