without telling you to buy a house, Oil city is 20 minutes or so in the warm months from Titusville and there are plenty of homes to rent in good condition, at very reasonable prices. Google a realtor in Oil City, PA and ask for a list of their rentals. Most of the offices have rentals available, and like I said, you can pick your price range and you won't lose money on moving if you move frequently.

I live in CA and on a recent visit to relatives in Titusville I bought a 3 br 927sqft masonary block house on .28 acres for $50,000 cash and am renting it to my nephews. You might look into Mayfair Apts. They have 2 br apts for about $500/mo. Nothig fancy and they had a bad rep but new owners got rid of Section 8 and have cleaned up the area pretty good. Seems pretty safe and peaceful now.
