Default Dover, PA houses

My wife and I are looking to possibly move to the York area. There are lots of new houses being constructed in the Dover area. Anyone know about the area or school district? Why are new homes being sold starting at $190,000, that seems extremely low for a brand new house, any info would be greatly appreciated. Thanks.

We are considering moving to the area and into one of those new neighborhood homes. They do seem so much lower than other areas. Anyone in one? Are they quality homes?
