This would work out wonderfully if you were planning on starting a Fascist run country but there is just no way the Fed is going to allow you secede from the union nor will they let you toss out citizens because they are unemployed. Keep in mind that you stand to lose a majority of those coveted prison jobs that so many rural Pennsylvanians make such a good living at, since your population wouldn't justify having so many. Would you throw the former prison guards out of your state as well (since it is going to be nearly impossible for them to find a new job)? I imagine Heroin Dealer & Moonshiner would become the fastest growing job description's in the new state of rural PA.
The US definitely has problems with illegals & something needs to be done to fix it. That being said, rural PA's illegals are a long way down the list of what needs to be done to fix the area.

Secession
Here is the best and easiest step: donate Philadelphia to New Jersey.
This has two immediate benefits:
1. It eliminates the worst politicians from state government.
2. It raises the average IQ of both PA and NJ.

*sigh* We all need to just get along! I love living in such a diverse state with two beautiful major cities at each end and a lot of countryside with small cities in between.
The people from Central PA that bash Philadelphia do not understand that city is the economic engine for the state and I'm proud of the fact that I live in the same state as Philly.
I worked at a grocery store and let me tell you....there are PLENTY of poor white people on welfare in the rural areas of Central PA...don't kid yourself folks.

The Amish have survived without the government help or a lot of the other "necessities". The rest of us could do just fine, thank you.
