Default Gettysburg/Harrisburg/Carlisle Area: German (and/or Dutch speakers)?

Hello everyone, I am currently studying both German and Dutch (Nederlands, not Pennsylvania Dutch/German). I am conversational in German, but am not 100% fluent, while my Dutch is still perhaps at a higher-end beginning level. I live near Gettysburg, but am wondering if anyone near Gburg, Carlisle, or Harrisburg speaks either of these two languages (native or non native) and would like to speak with another speaker.

Oh, and I am a 23 year old, male university student. Age is really not so important to me for language exchange.
