Default Property Tax Question for Lancaster County

From what I am reading, the total tax on a property is composed of a property tax and a school tax. The total millage rate in Lancaster county runs from approx 14 to 30 mills depending on locale. My question is how are houses assessed? Are they based on market value at 100%? Is there a homestead exemption in PA? I am assuming that if I wanted to live in a $250K house in Lancaster county, I would take the total millage rate and multiply by 250? That would put the taxes at well over $5K for a lot of areas. Am I right? Or am I missing something?
