Default Where in PA should we consider moving

My husband and I are likely moving to PA from MD to lower our cost of living / expenses. We were both born & raised in MD, so we don't know alot about PA and are looking for recommendations as to which areas in PA we should consider. Any input is appreciated.

When are you moving? In the next 30-60 days
Where are you coming from? Westminster, MD (Carroll County/near Baltimore)
Where will you be working? Hunt Valley, MD & downtown Baltimore
Have you been here yet? been to Spring Grove, going to York today

Will you buy or rent? buying - single family home - $200k - $250k

Are you married or single? Do you have children? married - 2 kids, twins 5mos old
Do you prefer public or private schools? public
Do you have pets? yes - dog & cat
Do you want or need a yard? yes, yard for kids & dog to play in
Do you prefer bustling activity or calm and quiet? little bit of both - not too congested, but nearby amenities.


What do you want to be closest to? Close enough to I-83 for commute purposes, but otherwise, a nearby grocery store, drugstore, and basic shopping is ideal.

Shopping
Basic services (supermarket, drugstore, etc.)

Nightlife
Train or subway stations

Maybe look in Shrewbury. Thats just north of MD border. When I left York 3 years ago, there was a ton of construction going on there.
