Looking for my father (birth certificate, phone, picture, searches)

I am searching for my father, whose name is Gary Vermillion (middle initial may be L). I have little to no information about him, except that he lived in Quincy, IL in the mid 1980s and that he and my mother, Suzi, were supposedly engaged for a short while before they split. I have no idea if he knows about me or not; I believe he knows my mother was pregnant. No information is listed on my birth certificate about him.
This man will be between 50 and 60 years old and may have been adopted when he was very young. He might have been from Indiana or Idaho originally; I have no idea where he would be now.
I have never met him, never seen a picture of him, and my mother claims to remember little information. I am at a standstill.

My mother is making this difficult - she claims to remember nothing about him. I can't force her to give me information that she has no intention of sharing. Makes absolutely everything twenty times more difficult (and makes me wonder and worry about whether she's hiding something useful/important).
Basically every entry there with the right age with a middle initial of L is possible - though I've had a good feeling about Ohio for a while for some reason.
Numbers 14, 35, 51, 60, 61, and 70 jump out at me for some reason.
I appreciate the guidance - I've been searching for a long time but honestly have no idea how to proceed formally (and without large sums of money to guide my search, I feel lost).
