So far I have found some information showing that a Melvin Fowler was with the 97th Signal Brigade and mentioned by a man on this page, although I can not guarantee it is the same Melvin due to not knowing if the 97th Signal Brigade was associated with Fort Riley, KS. However, this person did note the years 1970-1975.

How old are you...or do you have an estimated age for him?

Any other possible information that you have heard before?

I found some more, and although I can't be sure...but this could explain why your mother doesn't want to talk about it.

Link

Melvin Harry Fowler from Bullock, AL born November 15th, 1956 and passed away one day short of his 32nd birthday on November 14th, 1987.

Note: This information would correspond with your dates served of 1979, making him about 23 while at Fort Riley. It doesn't likely correspond with my first post regarding the guy mentioning someone named Melvin Fowler, as he said he was there from 1970-1975 and remembered the name. If he enlisted at 18, that would have made 1974 his earliest entry. I suppose it is still possible he could remember someone he spent a year in with.
