I am trying to helping a friend find his birth parents. He was born on 2-9-68 in Fort Dix, NJ.

Is it true that when a baby is adopted they use the actual DOB & City/State on the adoption birth certificate? Seems like that would be easy to trace. Or is the original birth certificate blocked from searches?

I helped two people find their adopted sibling last year. Along the way, in both cases, we learned that the original birth certificates were sealed in the vital records office in the state where the child was born. Sealed meant it took a court order and that sounded like a lawyer was needed but it did not. It was a matter of filing the proper papers through the court system. In both those cases, only the adoptee could file for the birth certificate. These were in two specific states and the process may be different in other states.
