My brother David served in the Army at a young age of 18. He was in Vietnam where he met a Vietnamese girl and the had a daughter together. My brother has been dead since 1986 and my family never met our niece. He served in Vietnam in and around 1965. Unfortunately he had PTSS and was never the same. I know this a trying to find a needle in a haystack but would love to see a miracle. My niece would be late 40's???

Google Amerasian children from Viet Nam war or Children father by soldiers in Vietnam or something like that. There are organizations here which can help you but if you don't have her name or name of her mother your only hope would be if the woman has registered as well.
I've been to Vietnam several times to adopt and I can tell you mixed race people are still very much discriminated against. The chances are your niece was raised in poverty and prejudice and if you all of a sudden show up she and her elderly mother will expect to be taken care of. Have you thought of that? No way to communicate- different cultures--think about it.
