I think those 'codes' are only used by Vitalsearch (not sure) but oftentimes people will get information there and then re-post it over at rootsweb and leave the "county #" in their post.
I've done a ton of Genealogy *digging* in California, so I recognized the 'code'.

Thanks for your help all my Relatives have been born lived and died in the UK so research has been quite easy for me but one slipped the net and it is only in the last six months I have found an Aunt }My Dads Sister } who was last heard of in 1945 and I finally traced her to L.A sadly she died in 1990 and I was hoping she may have had children. thanks once again Joy
