!st of all there is no Gerard Av in Philadelphia. You probably mean W.Girard Av, which is a well known street here. However 4150 W Girard looks like a building of rental flats where people move in and out frequently. I did some checking on people search engines and Intelius found one Anthony Junious with 7 previous address's in Philadelphia (they don't give details unless you pay). but this person is 56 rears old, not 49, but it could be a mistake. There are many relatives of this person in the city. I would send a letter to Aisha Junious at # 120 Lindenwood St, Philadelphia, PA 19139 with your inquery. She could be a relative and her address seems to be current. (don't you know about Google?)
