I had a metal roof installed on my home, then I paid a home inspector/structural engineer to come and inspect it for $675.00, is this tax deductible for 2010 tax year???

No.

It does add to your cost basis for capital gains purposes.

I'm surprised you paid someone to inspect it after it was installed. In my neck of the woods, the building agency approves the plans and the inspector from the agency comes out to give final approval to the installation.
