See that's the thing though. It's NOT that hard to get money collected. Send out a few letters and if that doesn't work, take them to court, get the judgment and use the methods allowed by the court to enforce it.
The only reason they don't do that is because 90% of the time they're either lacking the proper documentation to meet the burden of proof in court, they're collecting on debt past the statute of limitations, don't have the right debtor's contact info and are just contacting anyone with a similar name, or any combination of the above.
I appreciate you acknowledging the collection industry's part in the current situation, but no one is forcing them to act in the manner that brings about this consumer protection.
