No, he (or she) bought a $29 item, signed up for the CC to save $10, so the item cost him $19. He forgot to pay the bill (which he is responsible for) and incurred late fees and probably 30% interest over the course of a year or 2.
What I forgot was not paying bill. I don't know I need to pay bill for this card. I thought 10 dollars is just a coupon if I apply the card. I knew I made a mistake not to read the card contract very carefully. you know, there are lots of people in the line wating behind me. This is a lesson for me.
But I applied this card on late april, 2009. I moved to a very close apt on late May. I completed the forwarding request of USPS. So, I have 7 month to receive this target card if they did mail to me. But I didn't. When the late fee is charged, is the targe responsible for notifying me by mail or other method? I still didn't get any notification. I really dont know how the 260 debt comes from.
Original statement made was the item cost was $39.99. An offer was made that if the OP signed up for an account that they would get $10 off which is a common offer when various stores try to get you to open a charge account. What is totally unclear is when, if ever, the $29.99 was paid. If the bill was not paid and the OP signed on the line for a credit card application she can't blame Target, they can't hand out stuff for nothing to every customer who forgets they got something, they would be out of business in a heart beat.
She was still responsible to make sure Target could send the credit card and bills to her once she opened the account and charged something. It is a bit strange that nothing was forwarded to her newer address by the postal service if a mail forwarding kit was used but she is still responsible for the original charge and any fees and interest on what amounts to a loan from Target to buy the item. If the loan is not repaid after a certain time the debt is often "sold" to collection agencies, who then go after the debtor for whatever they can get out of the accrued charges, often giving the original company pennies on the dollar, so Target still has a loss. This is probably why Target is not involved and there won't be a "statement" available from the collection agency and a payment of less than 50% is acceptable.

Target did not fool you at all. They made an offer, you accepted and then "forgot" your great deal and paying for it. If you never paid the original bill, as far as the company is concerned, you are the same as all the people who have promised to pay a bill and then skipped town to avoid it. I don't understand why you think they "suck" because you didn't pay your bill?

Absolutely correct!! Every credit card and company you owe money to or have some form of bill can be informed of your address change pretty easily through the post office. It is your responsibility not the various stores and offices to know when you moved and how to bill you. They can't tell if you've skipped town to avoid paying bills or that you just might have "forgotten" them leaving them with the cost of a $39.99 item unpaid.

The collection company gave me a discount that I can pay 120 to settle this debt. They let me to pay and after they will send me the statement. But I searched the web many people said the reduced debt never give the statement after you pay. So, I just wanna see the statement first before I pay.
You can try Target customer service again and ask to see your bill to verify the charges the collection agency says you owe. You can request an official statement of amount owed and how much they will take to settle the claim from the collection agency but don't count on getting what you ask for. Whatever happens you will need to pay at least some of the bill or your credit score will be lowered so that you cannot get any credit card in the near future unless it is severely restricted and very high interest. As an adult you will have to keep track of all your commitments and expenditures and cannot blame others for forgetting.

The amount you owe is a combination of penalties, default interest rate, and other charges you agreed to when you signed the application, in case of default, and you are in default. You might be able to get the collection agency to bargain the amount down, all of this previously mentioned. You don't want them to garnish your wages, which might happen if you do not pay up. Also, it is after the fact, but you might contact one of the credit counseling agencies and see if they can help you bargain down the amount you owe.

Thanks firstly. I actually paid 29.99 When i bought the item. So, I just thought I have paid off this item already and 10 dollars was a coupon. I mean If I knew this target card has monthly fee even I didn't use it at all, I will definitely not apply it. I never spent a penny of 260 debt. Where is the loss of target? They just charged me again and again while I knew nothing about this. They only earn from selling my info to collection company.

NO you better read it again... She bought an item for $39.99-$10.00=$29.99! And she said she paid the $29.99 that day.
So I'm not sure where the fees came from??? If she didn't charge anything, then there should be -0.00- on the account. Unless they charge an annual fee. I can't imagine that they would. I am so confused, but looks like you are even more (wasn't $19. ).

Yes, this is what I am confusing. I have paid 29.99 that day. I always paid any bill in full and on time. I don't think hunderds of bucks is a big deal, but I don't wanna pay for the unawared bill. Can I ask target or collection company to send itemized statement to me?

What I can say to you is these problems are for my family.
From your responses I think you may not have understood any part of what happened. You need to get a copy of the charges and fees before you can figure out what happened and what you need to do to fix the problem. The standard offer at many stores, in order to open an account, is get either (a) a certain $ amount (the $10 you mention) off of the purchase that day, or (b) a certain percentage of the entire purchase off that day. From what you said you got a discount of $10 on the purchase made that day or possibly a coupon for your next purchase. At the moment the actual offer is 10% off for that day. If you paid for the item in full then here are no other charges made on the card. Store issue cards usually do not have any fees when they are not used, nor can there be any interest charged on a zero balance. They also have no annual fee.
I suspect from your slightly fractured English that it is not your first language and you may not have understood your transaction and did not actually pay for the item, instead charging it to the new card, minus the $10. If you forgot you made this purchase until the collection agency contacted you it is equally likely you don't remember the actual transaction either. You should have the receipt in your records and should be able to demonstrate what you paid or didn't pay.
The following is a link to the web page for Target's credit card rates and fees. Just 6 months of late payment fees for not paying the bill in the first month will cost $210. Interest rates vary depending on your credit history which means the bill is probably no older than 4 or 5 months for the charges to only amount to $260. There are no monthly fees for having the card.
The advice does not change, Target did not twist your arm to sign the agreement and you should have read what that agreement meant and what the interest rate was, and what finance charges accrue. All you can do now is get them to give you an actual bill and work from there. Consider it a fairly expensive lesson in being careful what you agree to and sign, no matter how good the deal sounds at that moment. As weisgarber1 already said a credit counseling service might be your best bet where someone can maybe guide you into fixing what ever went wrong and helping you to arrange your debt so that you don't have further problems. Good luck with whatever you choose to do.
While you may feel these things are "for your family" you are the one who posted this information and are expecting help for each of your mistakes and problems. You sound very young and may need a little growing up before bringing your child into this world. You will find a great deal more sympathy if you work to fix things instead of blaming others.

Thank you very much. Thank you all guys. I will go to find the payment history. I do remember I have paid 29.99 at that time. If I find I didn't pay, I am willing to pay all of the debt. We are just coming here for study and making a life by limited schoarships. This is our first time to meet this kind of problem. I learned much from this. And I wanna say sorry for saying 'target sucks'. Target is a good store. But I will avoid to buy anything from it.
