The IRS has already stated they don't have enough people.
Obamacare was supposed to fund more personnel but that didn't happen.
They are short handed and this is the first year dealing with Obamacare subsidies/penalties.

You might try to go into an IRS office and talk to someone in person.

When this happened to me. I was certain that I was right and IRS was wrong. I took a day off. Went to the IRS office. Waited 3 hours to talk to a guy. He helped me right away. Despite the fact that they are understaffed, they were helpful to me in the san jose office. Helpful and reasonable.. Phone on the other hand, was a horrible experience. The field officers seem better informed.

And how did it turn out? Who was right?

I was. IRS made a mistake. He corrected it right away and I received the difference in a few weeks.

I actually wasn't aware there were local IRS offices, as my taxes go to a processing office far away. I'll try this and update when I go in. Thanks for the assistance everyone!

Well that was a big waste. I finally got to the IRS office - the letter they sent me stated the incorrect reasons for the adjustment (letter mentioned something with the G Bush Homebuyer credit being incorrect). The real reason was because my tax preparer calculated my taxes incorrectly. Not sure how, since that line is computer-calculated, but it was off by over $350 vs the tax book. Next step is to talk to the preparer about a refund, as they didn't calculate my taxes correctly, and though they offer all sorts of promises about 'correct taxes' in their documentation, they didn't contact the IRS to help correct this mistake either. Bummer.

IRS office was 4 hours of waiting - and they stopped taking numbers to be added to the day's queue at 10:30am. Only two employees helping with tax issues. What a mess.
