I've done some research into this after getting a number of automated phone calls from "Hi, this is Heather..." even though we are on the national do-not-call list.
Caller ID is useless. They are apparently using some sort of VOIP and are able to change or remove any traces of a legitimate number. If you google the number or try to call it, it will be disconnected or not in service. In searching the web, I found that they NEVER give out a legit number or follow through on getting taken off their "list" and they NEVER give out an address.
I was able to get out of one operator that she was in a call center in Atlanta, but I'm not sure I trust even that information. You can try to play along, but you have to act dumb and like you are up to your eyeballs in credit card debt to get past the first sentence or two. The people answering are trained to hang up if they sense even a trace amount of brains or suspicion.
Your local phone company won't do anything to stop the calls. I've been down that route. If you contact them, they will ask you to file a police report, and then do absolutely nothing. AT&T won't even activate a call trace on annoying telemarketers.
The FTC is supposed to go after this type of call but has not, judging from the many many unsolicited reports coming from the south and midwest. So much for that arm of consumer "protection."
What you can do, something that has at least a chance of being effective, is to log the exact time and date of one of the calls, hold on until you get the chance to speak with a live person , and start your request to be taken off the list (they'll probably hang up when you first start). If possible, write down the automated message, anything that shows on your caller ID, and the name of the representative along with that exact date and time. Then, the next time you get a call, (they WILL call again) log the date and time of that call, and go to the FCC (Federal Communications Commission) website and file a complaint online there, stating that you think it is fraudulent and possibly a phishing scam. The FCC will actually send you a mailed confirmation of your complaint, and will add it to the investigation they are doing on this scam. If enough people make an effort to report it, it will get taken down.

I worked a few days for them, it is not a total scam as they can reduce interest rate for consumers that have higher than 17% interest rates, but it is a completely commissioned based company and thus I made no money. We were taught to basically hang up on anyone who asks any questions unless they are really interested in reducing their rates. Anyone else, we hung up. Other than that, I understand they're an automated system that will call anyone and everyone, mostly elderly, and even those on the "do not call list." We just hung up on everyone who did not say yes and hitting the #2 does nothing. There is nothing to stop the calls. We just hang up on any person who didn't sound like they were interested. They do check credit, so it will hit your credit score. They told us that we would make $700-1000 per week. But, when I saw 6 outta 10 making $0 in 3 days, it didn't seem profitable. The sad thing is they advertise the job on craigs list and on magic marker signs on the side of the road. They didn't even look at the application and just said, can you sell this and your hired. Thus, anyone could have access to your private information. Thus, beware.

Card Services Almosted suckered ME!
Card Services has called many times in the past and today they called again selling me on the fact that they can reduce my interest rate on my cards and verified how much cc debt I had. I mentioned to the girl on the line that I didn't feel comfortable giving my info over the phone, but she kept reassuring me that this was a great opportunity and they were doing this for me. Well, to make a long story short, my red flag flashed brightly when they transferred me to the "verification" department where they let me know the call would be recorded. When asking the questions she asked "I see you gave your BofA cc to the previous rep so that we can charge the processing fee of $999. WHAT?? processing fee. The previous rep stated, I wouldn't be charged due to my good credit. Now they want to charge me. It's funny because they kept saying "it will be absorbed" (even tried to give me a better deal of $797 if I do this today) due to the fact that I will be saving at least $2500 I won't notice the charge. Now they were really sounding ignorant. They did end up transferring me to a senior rep, who was trying to convince me that this was a great thing. To get off the phone I let her know I wanted to discuss with my husband and she said, "well the thing with that is that, you don't know how to explain it properly since you don't seem to understand how this works" I told her to stop talking and I hung up the phone  . I was pretty mad at myself for almost getting suckered into this so called deal. I learned my lesson and have canceled my cc.
One last thing, the first rep did ask me for the 800 number that was in back of the card because she said the number she normally uses isn't working. Yeah right! Just another Scam!

Following a call by a rookie operator I was able to extract the real name of the company: Leverage Connections, based in Orlando FL.
If you call the 866 number above and ask for "Card Services" you will be put through.
I spoke to "Eli" who told me that they do not have to abide by DoNotCall regulations because they only leave a message - and by selecting the option you are actually calling them. He claims they are working on behalf of the major credit card companies.
The best option is to file a complaint with the FTC and the Florida BBB against this company. They have been calling me up to three times a week for the past year.

relax and enjoy them....they can be fun......especially if you have a small child around...[just learning to speak] or just say "one moment" and put the phone down.
My favorite is to continually interrupt with a question [usually makes them start the speal over again from the beginning].

Good luck. Looks like their website has been shut down, which means they are out of business entirely, or have moved on to a new scam after erasing tracks. But yeah, go ahead and report it. Just don't expect any money back.

Had it up to here with this company
Finally tracked down the name of this outfit through this forum. Have since filed complaint with FTC about the unceasing barrage of calls from this robocalling telemarketer. Most of the time the equipment on the other end doesn't even play the pre-recorded message and we've had up to 12 calls a day from this abuser. Even yelling into the receiver is greeted by silence on the other end!
