Found elsewhere, this data is from multiple sources easily found using Google:
The common link of all of these calls is an individual by the name of Ran David Barnea who owns several shell companies, including but not limited to:

You can get names phone numbers and addresses online from the Florida sunbiz.org website by doing a name search and then drilling down.
American Debt Negotiators (561) 483-7337 you can also send an email to hr@BMV Corporation 561-886-1150 aka BMV Debt Management aka BETUOCH MANAGEMENT VENTURE - this seems the likely parent or consolidation company owned by Mr. Barnea and is at the same address as ADN.
Apparently, various state attorneys general, the FTC, the FCC, and other governmental agencies have been notified numerous times over months and perhaps years, and not seen fit to do anything. Does the lack of response to the Bernie Maddof ponzi scheme now make more sense?
BTW, with shell corporations, don't expect to find any of the big players at any listed address. They know better than to spend time there.
The calls to your phone are done by autodialers, likely from an affiliated company PHL, and from undisclosed locations. There is some thought the calls are from other shell companies or from out of the country. When you press the number one to speak with a representative, you are actually dialing into a call "response" center (usually in the Orlando area) - none of the telemarketers there actually dialed out a call, and they have no way of putting your number on a do not call list. From the scripts I've heard, they may not even know your phone number.
Given the above, you have limited options.
Option 1: Change your phone number. Since the company uses autodialers, chances are you will still get more calls. Rating 0
Option 2: Ignore the call, especially if you have caller ID. Rating +2
Option 3: Invest in a phone system that requires people to press a number to get to talk with you. Rating +3, but expensive.
Option 4: Yell, talk dirty, or try to distract the telemarketer. Rating 0, doesn't accomplish anything.
Option 5: Mess with the system to A: slow down the number of calls a telemarketer can answer and B: increase the costs of doing business. This will take time but could be worth it if a number of people do it. Rating +3
This website will generate a fake identity. Remember that the telemarketer knows nothing about you other than perhaps your phone number.
Fake Name Generator - Get a Random Name
Here is YOUR script, you'll want to prep the information from the random generator and have it printed out and waiting by the phone, you have to fit within the qualifiers of THEIR script so follow this script somewhat closely:
(prerecorded message, press 1, you press 1 and wait)
Hello, this is xxx with Card services, Are you responding to the lower interest rate offered today?
You: Yes.
Great! Because of the fact that you've been making your payments on time for the past 6 months with your Visa or MasterCard, you are now eligible for a lower interest rate as low as 6.9% on all of your existing credit card accounts.
(At some point, your phone number may be verified. You can use the random number, or one of the office numbers, like (954) 424-9037.)
Would the lower interest rates benefit you, or do you make your payments in full each month?
You: Yes, it might benefit me.
What would you say you owe between all of your credit card accounts?
You: I don't know for sure, maybe (make up a round number between the minimum 3,000 and 10,000)
On how many accounts is that on?
You: (make up a number from 2 to 5)
What are the current interest rates on these accounts?
You: I don't know, they're high though. A lot higher than 6.9%, I'd say 12%+ on all of them
If you continue doing what you are now, how long do you think it will take you to pay these off?
You: I'm not sure, At least (make up a long time frame).
Are any of your accounts closed, past due, or over the limit?
You: No.
OK, great. My job is to make sure you're still qualified for the lower rates. Which credit card account would you say is in "best standing," your Visa or MasterCard?
You: (use whichever card name the random generator made a number for)
OK, go grab that card and let me know when you have it.
You: (pause for a minute and make searching sounds) OK, I have it.
Flip the card over and verify the customer service number on the back.
You: Looks like 1800-XXX-XXXX (insert the toll free number of your most hated telemarketer service http://800notes.com/
OK, flip the card over to the front and verify the account number from left to right.
You: Boy, that's hard to read... XXXX-XXXX-XXXX-XXXX (use the number the random generator made
What is the expiration date on this card?
You: (use the randomly generated one)
OK, flip the card over again, on the back you will see a series of 7 numbers, what are the last 3? (CVC code required to allow purchase to the card)
You: XXX (make it up)
What is your current mailing address zip code?
You: 33428 (or use the random one)
Finally, just for verification purposes What are the last 4 numbers of your SSN
You: XXXX(again, use the random number generated)
OK, just hold onto the line for one minute while I verify your account information. I'll be right back with you.
At this point, if the card is run, it will come back as a fake.
I'm sorry, that doesn't appear to be a valid card number.
You: "WHAT! I can't believe that!"
Would you read back the card number again?
You: "Alright, (read back the card number but change one digit in the middle)
OK, just hold onto the line for one minute while I verify your account information. I'll be right back with you... I'm sorry that doesn't work either.
You: "I must have put my glasses somewhere..."(Read the number again, changing another digit)
That number doesn't work. Do you have another card?
You: Sure. (Use another randomly generated number and repeat the above.)
OR----
You: "Look, I can't seem to read these numbers without my glasses. Would you call my husband/wife and get him/her to give you the numbers?"
If they answer yes, then give the following:
(561) 488-3109, ask for Ron or his secretary.
That will have
them calling the main office and clogging the line.
