Hmm, where I live, the landlord is responsible for general cleaning of the apartment. The tenant is only responsible for excessive wear and tear. A landlord could request the tenant do detailed cleaning, steam clean carpets, plug nail holes, dry clean carpets etc., but those are thinngs that a landlord would reasonably expect to do, and therefore could not be taken out of the security deposit. Always best to check Landlord Tenant Act for your area.

Thank you all! Here's what turned out: water is INCLUDED in the rent. Each unit has independent electricity meter. HOWEVER AC-heating will be calculated pro-rated on the square footage.

What do you think? I also got a letter about the blinds will be installed with a ETC.

Oh and there was a policy about guests cannot stay longer than 7 days in a month. I found it kinda weird. Is this an expected term?

Also there was a rule about not hanging any fixtures etc. The realtor asked the landlord if it was ok to hang modest size of pictures on the wall and he said yes. But I couldn't press to include this in the lease I was terribly tired after all relocation from Los Angeles and 12 pages of contract!

AC-heating will be calculated pro-rated on the square footage, I don't understand this as each unit has a separate meter for PGE. Is this normal?

Here's exact wording:

"Tenant shall pay all utilities except water, sewer, and garbage. Tenant shall have the PGE meter for their unit changed into their name upon move-in. PGE utility invoice for the heating/air conditioning and common area shall be billed to each tenant on a pro-rota basis based on the square footage of their unit. Billing will be sent monthly and due upon receipt."

I don't get the relationship between your landlord/water usage/square footage and your assertion that your "Realtor is ripping you off."

And my post was to say "Why would you even think that?"

The water arrangement is between you and your landlord and has nothing what-so-ever to do with your "Realtor." (I don't even know why you are using a "Realtor" to rent an apartment . . .)
