So my sister may be moving in with me.

She is in need of a roof over her head, but for various reasons, I don’t want her “free loading”.

I need to know how to have her “pay her share” without having to establish any landlord/tenant relationship, or have any reported income.

I own the house, free and clear. She would occupy a bedroom currently empty. Is there any way I can get something out of her, just to prevent being taken advantage of (again) , without a legal lease, or having to report income?

I’m in Contra Costa county, CA.

Treat her like family, or treat her like any semi-stranger you'd rent a room to. Nothing complicated about it once you make that choice - and you cannot straddle the line. Either she moves in as your sister, or as your tenant, with a written agreement and no gimmes because you're related.

Tenant/landlord agreements are not reported to anyone, so any income is purely on you to declare, or not. The only sticky possibility is if she decides to sue you or otherwise take action as a formal renter, which I believe she could do under CA law. (Just as if she were a stranger who decided you'd thrown her out because she was black, or female, or a Libertarian.)

Help her find a room rental with someone else.

Let her pay the utilities! Have her write the check to the services and you mail them to make sure the bills are paid on time.

Have her do specific chores, dusting, washing windows on specific dates, some set of chores each day.

Have her pay for part of the food budget.

None of this will cost you in taxes, and all will cost her, and help your overall budget.

Enter into a written agreement that as your guest she is expected to...pay XXX electric company bill, vacuum the house on every Monday, contribute XXX for food each week...whatever.
