I used to have a retirement account with my old company through CitiStreet, but apparently they were bought by Voya years ago. I tried contacting Voya but got routed in a circle with no one able to answer my question even though I still information from my old statements. Anyone know a good contact there or any insight into this?

My guess is to search the Department of Labor. Pensions would also show up on your W2 so the IRS site might have some suggestions. Each state has an unclaimed money site so try that also. Both your work state(s) and the state the company's home office is in.
