Yes. The legislation passed a couple of months ago. I too was surprised as I'd paid last year to unfreeze and then a month ago when I needed to do it again, it was all free. Coincidentally, I read an article about the change in policy shortly after that.

I froze mine after the Equifax breech. I was a bit reluctant to apply for any credit after that (didn't need a car loan, happy with my credit cards) but finally applied for an airline card with a generous sign-on bonus. They sent me a letter saying they needed me to un-freeze my credit with a particular bureau and then call them. Easy to do, got approved as soon as I called the bank, easy to freeze account again.

Just make sure you keep careful records of whatever PINs, etc. you need to un-freeze.

Froze ours last year after I was an ID theft victim. It's given me a great "excuse" when stores try to get me open a credit card with them. We recently wanted a specific credit card for a specific reason. We unfroze the credit, got the cards and refroze it. Probably took my spouse about 10 minutes total.

No reason not to do so unless you like to open new credit lines on the spur of the moment. We don't.
