someone better read the credit card terms and agreement before taking Chase to court.
How do you file chargeback for services rendered?
I know folks who tried and lost.
But if you pay via Paypal and anyone is fool enough to accept Paypal for services,you can file item not received and they have no online viewable tracking to prove otherwise.
Plumbers,electricians,beautician,photographer,wedd ing banquet caterer,IT worker,yoga instructors all lost and have to give back the money.
There are some exceptions which Paypal will review on a case by case basis,if you have designed a website and it is up and running or even it is not up and running,you have proof of contract,codes,dialogue ,you could win,esp it is up and running for everyone to see.

winning in small claims court does not mean you will get your payment back,the court is not going to collect for you,you have to do this yourself.
You can send someone to seize something of value if he has a store,you can then liquidate these items yourself or get an auctioneer to do so,all these would cost you money

Why was the bill paid at all if the work wasn't completed up to expectations. Sounds like Chase is saying that you had agreed to pay for it by giving the credit card info, so the work must have been acceptable at that time. They are not willing to jump in and now refute work you already accepted and paid for.
