Levee on bank account, IRS or bank will not do anything
My wife setup a payment plan with the IRS, Bank of America will not take off the levee until they receive a release letter, call IRS tell them what bank of america needs, IRS argues and hangs up, call BoA, call IRS. See where im going here?
What can i do?

IRS has an amount against a bank account and won't take it off until something like a payment plan or its paid off. Is that a lien?

When did the wife make payment arrangements? It takes a little bit of time for the IRS to process and remove the "levy" against an account.
Also, if you have been talking to one person at the IRS and they aren't helpful. Call back and try another person who is more willing to help you.
And no matter what, do not break the payment arrangements with the IRS. It just gets ugly after that. Good Luck!

No plans to do such, but i love how bank of america is cashing in on the situation. So far $35.00 is going to them every week because we leave the account at $0.00. After this situation, I'm done with banks.

Makes me wonder why you waited until this point to address your tax liabilities. The IRS should not have had to get to the point where they levied your account to get your attention. But evidently, that's the only thing that works with some people.

We didn't wait. Last year my wife came up short in taxes and she setup a payment plan. I suppose that didn't go through and surprise they put a leen on our joint account and not her's.
I suppose i need to keep an eye on her finances more.
