Legislation was just passed in Utah to make deliberate torture of a dog or cat a third degree felony on the first offense. Once the Governor signs the bill, Utah will become the 44th state in America to have a felony-level animal protection law on the books. Animal advocates and others wanted more animals to protected in this bill but the bill kept getting bogged down through negotiations.

Good for them. Better late than never, I guess.

Now, if only Washington State would make DUI a felony before the 4th offense in 10 years, I'd have a *little* bit of confidence in the political system. But, I digress...

Good for Utah for finally getting with the times.
