I have never seen a blue cockatiel, but I am certainly no expert. Can you post a pic?

I know they come in all white, a slate grey (might look blueish), cinnamon, yellow, etc.

I'm not aware of a true blue cockatiel?

Maybe you have an Indian Ringneck - they are a similar size to a cockatiel and they come in a true blue.

I use to breed cockatiels, and I never heard of a blue one. Riveree pretty much listed the colors except for pearls and pied. Indian Ringnecks come in blue, but their price is still pretty high. They use to cost $800 and I still think they're around $400. Could it be a parakeet? They come in blue.

Can you post a picture?

My first thought was that it is a parakeet too.
