I just graduated from college and try to find a reasonable area and affordable housing prices. I am looking to live at the outskirt of Philly. I would love to live in a house or townhouses. My price limit is $800.00 a month for a rental.

With your price range, the Northeast (It's called that, with a capital "N".) is your best bet. Although short on ambience and "class" and "being hip," there are a ton of rental places to choose from, including townhomes. There's plenty of shopping, public transporation, and doctors/hospitals in the area, both in the city and in the surrounding suburbs. The crime rate is low. The Far Northeast is even nicer but a bit more expensive, but not by much. Both of these areas are in Philadelphia proper. Once outside these areas, into the suburbs, the rentals skyrocket, as they do in Center City. Avoid West Philly and North Philly--extremely high crime rate.
