It will. That's stuff they could have been doing all along if they had had the capital funds to do so.

Are you aware of how underfunded Septa has always been until very recently?

I'm happy the convention will happen before the transport workers' union will be wanting a new contract. The current one is only for two years. That means we will be dealing with possible transit strike craziness in early 2017.
