Here are the U. City boundaries http://universitycity.org/sites/default/files/map.jpg . . . the northern edges of the map are the dodgiest (and maybe the extreme western fringe)but nothing I would be particularly worried about during the day. This is Philly though. Don't let your guard down just because you're comfortable with your surroundings. Walking around 20th & Spruce (posh neighborhood) and chatting away on your phone, oblivious to what's going on around you, is a good way to get your phone snatched out of your hand by some kid on a bike.

One thing I think people will find who move to the area from elsewhere is that a lot of places look worse than they really are. There are some legitimately rough parts of West Philly for sure but they're north of Market St. Even still, the majority of places in the city (with a few exceptions) aren't all that bad unless you actually grow up there and go through the schools. West Philly's just the city. The further west and north you go, the more "typical city" it is. By that I mean it's just people living their lives, going about their day to day business. You'll be finding there are plenty of people who aren't from West Philly and who aren't working class who live further out than 40th and Market though. People say University City is the next Center City and I personally think they're right. Here's a site where you can read about some of the development that's happened in University City just in the year and a half the site has been around: University City | NakedPhilly | Page 22 Some 20 pages worth of development in a year and a half.

One thing I think you'll find also is that Market Street and Baltimore Ave are like two different worlds. Even the neighborhoods closest to each street are different from each other. Market Street's very "city", as are Chestnut, Walnut, etc. Baltimore Ave on the other hand is a lot more "neighborhood" with independent shops and restaurants, cafes, etc once you get west of Penn. There are more Victorian houses and the vibe is just completely different.
