What other city in the metro would it happen in? Wilmington? Camden? AC? This is apparently something that happens in major cities, not their smaller neighbors.

When I lived in Fairfax County, VA I rode the DC Metrorail subway in nothing but a pink bathrobe for Halloween. Does that count?

As could be said for any other city where this happens

So do many other events only happen in Philly in this regard and many good.

On the whole it doesnt really appear anyone gets harmed

My guess is that it wont even effect you personally, though that is is an educated guess
