19th street to broad was pretty dark and needs some revamping

True, but it's not as ominous as 12th-10th on Chestnut.

There is no way this is true other than most of the stores are closed at that hour. Either your expectations are unrealistic or you were lost and someplace else.

I would imagine that the retail sector in the city is not incredibly busy at 8 pm on most nights. That is prime dinner time, and if you walked past any restaurants I'm sure you noticed that's where the majority of the people seemed to be. The retail sector does its most business in the morning thru the late afternoon in the city, especially on the weekends. Towards early evening, the shift to the nightlife scene begins to occur. That's just my guess though.

As I stated earlier in this thread, only big box and national chains at the mall are open on Saturday night. If any downtown stores will be open on any night, it's Wednesday (make it a night), Thursday or Friday. That's just the way it is in the U.S. Saturday night you go out to be entertained or eat dinner, not to go shopping.

Philly is experiencing a population burst; about 9,000 or so people per year, college educated 25-34 year olds. Center City is being transformed so Chestnut Street is primed for being redeveloped along some of its sketchier parts. Look to Market East as well.
