Loft Apartments originally were created in bad/old industrial areas but gentrifying neighborhoods. The buildings tend to be old factories or manufacturing buildings. They are cheap to convert, which is why the tend to appear first in these areas (like Callowhill/Loft district), before the new construction starts arriving in the neighborhood.

The loft you looked at is in the West Powelton (Saunder's Park) neighborhood and is a gentrifying area.

I believe the gentrifying doesn't start until 35th street. That place is on 39th and spring garden
