Public education + huge underclass just doesn't work. I honestly don't think anything is going to help except around the margins. The only solution is to expand the magnet, charter and private options for the families that value education so they don't have to flee. The rest will continue to get taxpayer funded babysitting.

I think extensive job creation is the key for Philadelphia's success. Bringing thousands of higher paying jobs into the city will bring the positive effect, more retail/dining needed, more housing, gentrification, lower crime, wealthy people taking a chance with the city and schools, that is the solution. Much of the city school system is just too far gone for it to simply turn around without some kind of monumental change to the working landscape of the city.

poor schools are a symptom, not a cause, of the current state of the city.

Teaching in a classroom in some our inner cities is a completely different experience than teaching in most affluent neighborhoods. There is no way that both groups of students can be taught with the same policies and methods when the two groups of students are coming into the school system on two different playing fields.

The question in the system should be how can we get students, no matter what the socioeconomic status, on the same levels when they enter the school system???

Maybe the issue is POVERTY. since we know poor kids don't perform as well in school although there are exceptions and many different reasons for this.

It's a feedback loop, you have to improve the jobs and schools at the same time.

Maybe they just need to do what Morgan Freeman's character did in the movie "Lean On Me". He rounded up the incorrigibles and kicked them out, giving the remaining students both a strong message and also the space they needed to learn in a calmer environment. Maybe loosen up the compulsory education laws so that the losers can just leave or be expurgated. Then the available resources can be used on kids who deserve it.
