Husband's been offered a position at Temple University and we are trying to put together a short-list of potential places to look for housing.
Requirements:
1. no more than 30 minute commute to Temple University (by car)
2. good school district
3. family friendly activities/good community activities
4. nice restaurant scene
We are looking for a 3--4 bedroom house in the 350,000$--450,000$ range.

Cherry Hill (however certain sections will be beyond 30 minutes)

If your husband is willing to take public transit, it would open up your options. There are places that are a 30 minute train ride - but take longer via car b/c of traffic.

The Main Line suburbs will be a little tough on that budget. Narberth and Bala-Cynwyd would be doable.

Husband is a physician surgeon who'd have to be on-call for trauma cases, so irregular hours of work, which is why we have to rule out public transit (for him), unfortunately. Also why he'd have to be able to get to the hospital in under 30minutes or less when paged.

Agree. Temple's main campus and the Health Sciences campus are separated by a couple of miles. Areas like Wyncote, Abington, Jenkintown, Cheltenham, Glenside, Wyndmoor might work best. The only thing is that broad street (611) can be very stop and go, especially during rush hour.
You could still look at some of the areas on the main line, nearest to city line avenue (Bala Cynwyd, Narberth, Wynnewood, etc). Things are more expensive there, but the schools are great, there are a number of dining options throughout the area, and is generally considered a really great place to live.
Cinnaminson on the NJ side could get you there in about 30 minutes as well.
I was clearly not that aware of PA's real estate market; we could go up to 600,000$
