Not as widespread as the 80s and 90s, but there are certainly still many neighborhoods that look like that throughout Philly. Overall, there is a slow and steady improvement, especially Center City and adjacent neighborhoods, they are dramatically changing almost overnight.

Quick answer, no. Cocaine from the government did that, making around that time, the crack epidemic. Which made most cities look like that. Ashame the world so corrupt but it is what it is. Welcome to America.

Edit: It is still dangerous, even if it doesn't look as dangerous anymore.

These areas were stripped of their livelihoods and abandoned by Multi-National Corporations and Global Banks which have no allegience to this country-or any. And sending in more police to violently force consenting adults from trying to make whatever victimless livelihood they can is like sending more ambulances in order to fight cancer.

It is insanity and our politicians and corporate talking heads must stop playing dumb.

North Philadelphia is just as bad and violent as ever in certain sections. It is not as widespread as the video shows how it was through the 1970's,1980's, and 1990's. The big difference from then compared to today is the cities different approach to dealing with the vaccant decay, and also the willingness of investment in certain pockets that hopefully will one day grow enough to really change the overall economy of the ghetto. Improvement needs to begin on Broad before anything else and it has begun. Phase 1 of the Avenue of the Arts North Revitalization Light Masts are FINALLY about to be completed from Spring Garden to Glenwood Ave. This may seem not much, but having that 2.5 mile stretch of road lit up nicely should improve street traffic and storefront sales at the very least between spring garden and girard, while hopefully at the same time reducing crime and encouraging investment. The city itself has started the Philly 311 program for residents to self report problem lots to be cleaned up. Some people have told me it works, some people say it does not. The city also has tried hard to acquire many lots and resell them to potential buyers for new development/farms/side areas. Honestly North Philly has years and years of bad years ahead, but currently it seems to be moving in the right direction.
