My fiance and I are renting a house from her father. The conditions of the property are very poor. There is no running water because the main water line is busted , and the bill is outstanding ! The bill was already very high when we moved in , and he promised to take care of it, but never did. We have to transport water in those big spring water jugs from his home to ours just to survive ! This has been going on for over 3 years now and my wife and my kids are embarrassed and tired of it ! And now that we have a infant in the house, it's unbearable ! But we continue to pay rent and stay they because we have no choice at the time. The house was supposedly left to him from his mother, who passed away about 5 years ago. My wife thinks that the property was really left to Her. How can we find out for sure ?

You have two issues.

First. Start with this one: https://business.phila.gov/Documents...od_housing.pdf

2nd issue has nothing to do with the first. She needs to take care of the first issue then research on who the current owner is from city hall. You can pay for access time online or go there in person.

There has been some rumor that if we make a complaint, the supposedly owner can and will sell the property from underneath us. Then we will be homeless. Is that possibly ?

Why would you want to continue renting @ a place without min. standard? Especially if you are paying rent.

If she has limited income, try this.
