For the record, this kind of stuff can and does happen anywhere. It's called property crime, and it knows no boundaries.

Is it petty and annoying? Yes. Does it make a place "ghetto"? Far from it. Let's keep some perspective here.

Trying to figure out your thought process here. If you live in the city, you are still subject to all of the terrible crime you are complaining about right? So it seems you must be happy that you are are paying rent to your landlord so that he can make a profit off of you, instead of acting as your own landlord, is that right? Help me out here.

This picture looks to be Graduate Hospital, which is well on it's way to being a Class A residential neighborhood. Maybe people prefer urban living over your cookie cutter, boring suburban living?

Even so, how do you know how much they paid? Maybe they're the type of people who enjoy being a part of a neighborhood in a renaissance, and making a difference in their community and city.

Just a thought. Either way, absolutely pointless thread.
A slight hijack of this, as you say, pointless thread, but isn't it confusing for newcomers to Philly and newcomers to this neighborhood, that the institution for which it is named hasn't existed in years?

I suppose it's fine to honor the memory of Graduate Hospital this way but I'm trying to understand why we are clinging to it.

Better than Southwest Center City or "SOSO" (South of South) LOL.

I have been to many cities in this country and in other countries. I have never seen anyone keep their house plants on a chain. That is the definition of a ghetto. Anything that is not bolted down gets stolen.

For $500K in my area you could have a really nice 4000 to 5000 sq. ft house on acres of land and you can leave your bike laying in the front yard.

The funny part of that picture is the huge cable through a plastic pot. You could break it off with one good kick.

Cool. How's your subway access over there? Can ya walk to work? World class restaurants on your block? Got a lot of concert halls and theaters nearby?

I mean honestly. Everyone knows the suburbs are safer and get you more land but so many people can't even seem to grasp why people choose the city over the suburbs even though there are a million reasons.

Can you not comprehend that other people have different priorities than you?

Anything? Really? So every single person bolts/chains down their belongings in the city?

I'm pretty sure that's not accurate.

Again, plenty of people experience theft/property crime -- everywhere. Yes, it may be more common in cities, due to population density and ease of theft, but I don't think this is groundbreaking news for anyone.

Heck, Philadelphia's property crime/theft rate is actually pretty middling among large cities (250,000+ population):
