I just moved from Albany, NY to Philadelphia. I also own a home in Florida. I will be driving down to Florida next week and plan to get a FL driver's license, register my car there and become a permanent resident. I will leave a car in Pennsylvania, but when i tried to register it there, I was told by one of the auto tag agencies that I must have a PA driver's license to register a car. Since one can't have driver's licenses in more than one state, I will get one in Florida because that will be my permanent residence. But I still have to register the car in PA, and there must be a way to do this without being a permanent resident and getting a driver's license.

There must be other folks with a home and car in PA who are residents of other states. Does anyone know how they register a car in PA?

Unless you are a service member, looks like the guy at the fast tag place was right: Pennsylvania Car Registration Guide - Renewals, Online & Mail Options, Forms, & Fees | DMV.org
Quote:
Before you register your vehicle, you must get:

A PA driver's license or ID card, UNLESS you have:
A U.S. Armed Forces Common Access Card.
OR
A U.S. Uniformed Services Identification and Privilege Card.
